[OAM-talk] country borders

Ok -- you'll notice I asked what would it take, not if you could do it.
So the question is how can myself or someone else work on that?

The OSM layer is not really part of OAM, and not something I have a lot
of interest in maintaining, so it's unlikely that I will pursue this
myself.
